The second edition of the report provides an overview of changes introduced to the Structural Fund Project Knowledge Portal (SFP KP) since November 2003. The last period of the ICONS project was almost fully devoted to final enhancements of the SFP KP prototype, its user oriented-assessment and its preparation to further exploitation. During this work the consortium very appreciated the project extension as the nature of the addressed objectives was time, rather than effort, demanding.

The first increment of the ICONS demonstrator was mainly oriented towards exploitation of maximum capabilities of the compounding modules of the ICONS platform to provide a proof of concept. This turned out to be feasible, provided a nice test bed of the platform (a number of deficiencies, errors and improvement proposals identified and solved) and offered a vast spectrum of valuable services pertaining to the SF domain. However, in the search of maximum coverage of the ICONS platform functional capabilities usability aspects have been neglected.

In the next SFPKP increment the stress was put on increasing the system ergonomics, user friendliness, intuitiveness of use etc. This is of great importance from the point of view of further exploitation of this valuable infrastructure as makes the application appealing for potential investors of the industrialized version. Additionally, some tasks followed from preparation to user oriented assessment (localisation to Polish, pertinent data) and accommodation of this assessment major discoveries.

The most visible changes in the SFP KP cover: exploitation of the Content Repository collection class type and development of so-called relevant knowledge zone, servlet version of Electronic Forms, URI based access to information objects, integration of the discussion forum with the workflow engine, possibility to join an expert at any time in the proposal preparation process, servlet version of Concept Glossary Manager and so-called ontology builders, support for national languages, some new knowledge maps.

This report is just an extract from the complete (still under development) and more technically oriented version of the technical design of SFP KP. While the working version of this document is much broader, it is not polished. This report focuses on achieved results rather than coverage of a myriad of alternative designs and possible solutions and is intended to present the portal development progress. The final version of the technical design will be elaborated within a consortium that will commercialize the solution (to be established within dissemination and exploitation activities).

This report provides a comprehensive overview of technical design of Structural Fund Project Knowledge Portal being under continuos development according to the conceptual design given in [ICONS D35]. The Structural Fund Project Knowledge Portal is the first pilot application based on the prototype ICONS platform [ICONS D21, ICONS D13]. Two objectives were taken into account during the portal development:

At the time being (2 months to the development completion) both objectives seems to be highly feasible to be achieved (all major risks eliminated). First of all, Ministry of Economy sustains its interest in the portal that constantly draws attention of a broad public during presentations. Secondly, while the initial stage of the development revealed a number of errors and deficiencies, the next stages of development (up to now 2 increments) were done in more stable environment (platform’s quality growth).

The working version of this document is much broader while, until not in the final version, not polished. Therefore we decided to produce a draft version that focuses on achieved results rather than covering a myriad of alternative designs and possible solutions. In other words this document content is a subset of information being available in the original technical design document and is intended to present portal development progress.
