Short Description:

This report is to guide the ICONS prototype platform implementation process from the managerial point of view. It complements the more technically oriented [ICONS D14] and [ICONS D16] reports with aspects of strategic goals to be achieved and time as well as resources to be spend.

The ICONS prototype implementation does not seem to be an easy task due to the platform's vast functionality and complexity. The starting point for formulation of the general implementation strategy was acknowledging the major risk of "lack of the ICONS integrated platform of the required functionality at the beginning of July 2003". From there, we developed a detailed plan and task assignments for the consortium partners. The plan seems to be feasible. Nevertheless the consortium will keep monitoring the implementation progress to react to threats and unexpected difficulties if they appear.
